        Hanson Community Preservation Committee     
        Meeting Minutes – November 12, 2014

NEXT MEETING:  DECEMBER 10, 2014

CPC meeting begins at 7:05pm.

Members Present:
Kenny Mitchell, Tracie Glenn, Bob Overholtzer, Allan Clemons, Laura Fitzgerald-Kemmett,  Bob Sears, Brad Kirlin, Tom Hickey & Patty Norton

Approval of Previous meeting minutes:
        Approval granted for October meeting.  Motion made by Patty Norton and 2nd by Allan Clemons.  9-0-0

CHAIRMAN'S REPORT:
Patty volunteered to look at the matrix since our secretary was going to do.  Patty will check all previous applications and printout the report that she submits to the Massachusetts Department of Revenue.

We  looked at the financial funds which were given to Laura from the Accountant.  We checked the status but found a few items lacking and Laura will talk to the Accountant to see if we can get a different layout showing CPC funds and allocations.

On the Bonney House, Laura read our last submission to Town Meeting and it stated “renovate exterior or other action” and Allan Clemons thought the Beam repair, electric service and rafters were included.  They need clapboards for about $16,000. and rafters for $6,000. equaling $22,000. and then a floor joyce needs to be done.  Laura will check with the coalition on the rafters and if can be part of our last submission to Town Meeting.

Patty Norton stated that maybe the Historical Society might be willing to come up with the $2,000. difference.  Mr. Hickey stated he will contact the vocation director at South Shore Vo-Tech School and have them contact Allen.  Allen thought $22,000. was expended  for the Bonney House.  

Bob Sears explained for the new persons on our board, the CPC reimbursement rate for Hanson and the match from the State and to please look at the coalition website, it is very helpful.


OLD BUSINESS:
 Thomas Mill Project is waiting for the sign.  Allan and his brother are checking with a company in Rockland and are looking at a 2'X3' sign to be attached to the building.
Allan is also looking at the same kind of sign for Town Forest, Boteiri Field, Bonney House and the Stone Property.  But Laura, will check with Robbie for signage at Boteiri field.  Laura would like to have a ribbon cutting at Thomas Mill and then proceed to the put a sign at Boteiri Field for the baseball opening day.  Maybe the selectmen will make it CPA Day!
 Remove Poor Meadow Brook/Stone Property from agenda as it is finished.
 No update on WHRHS Outdoor Fitness they are looking for funds and Kenny will reach out to  Bob for information.  Conservation thought everything went through.

NEW BUSINESS:
Remove First Congregational Church since they are still working on the application.
Robinson Field Proposal by Mr. O'Brien should be removed since it is on hold.
The Town Forest/ Outdoor Recreation Area should be Town Forest/Boteiri Field and per Kenney, Robinson should be on hold and they are obtaining bids for lights at Boteiri.
Laura knows that Michelle Mills, Chairperson for Historic Commission is planning to apply funds to finish the balance of the Massachusetts Historic Commission's survey that was partially done in 1997.  Laura explained that the survey monies could come from our administrative funds.


Tricia stated that she may be applying for funds to survey and document the seven cemeteries in Hanson.

Think about: “If we get the Historic Commission survey, Parks & Fields and then have open space applications – Do we need a 3rd party to manage all of these and then bring in other town departments and to check possible costs. “ Jim Hickey suggested we add this at our next Open Forum.  Do we do a Town survey?  Laura stated we need efforts to engage the community.  

Open space and the master plan are on the Town's website.  

Patty informed everyone that the telephone system for the Town Hall is up and running and our extension is the same and everything works.

MISCELLANEOUS:
       Patty will look into matrix for next meeting.
       Laura will check with coalition on Bonney House rafters as part of last                      Town  Meeting allocation.  
        Laura will check with the Town accountant  on the CPC funds and their                division.
        Laura will check with Robbie for signage at Boteiri Field
        Allen to check with the Historic Commission
        Kenny to check with Bob for info on WHRHS Outdoor Fitness

CPC APPLICATION:  
        We used the remainder of the evening going over the pre-application and application revised by Tom Hickey.  Edits were discussed and an updated version will be available at our next meeting.
